Account Manager - Revenue & Benefits

Manchester City Council are seeking an experienced Account Manager to join their Council Tax Unit within the Revenues and Benefits Service. This role is crucial for providing specialist support across the HMRC Data Matching Project and handling complex and sensitive case work. The ideal candidate will have a strong background in Council tax administration using the MRI system and a solid understanding of Council Tax legislation.

Day-to-day of the role:

• Analyse and validate information received from HMRC and other data sources.
• Identify discrepancies and conduct detailed account reviews to ensure accuracy and compliance with relevant legislation, policy, and procedural requirements.
• Handle complex and sensitive case work, including matters escalated through the Council’s formal complaints process.
• Investigate account histories, assess evidence, interpret legislation and policy, and prepare detailed written responses.
• Use MRI (Academy) extensively for reviewing and maintaining Council Tax accounts, processing amendments, and carrying out detailed investigations.
• Retrieve, review, index, and manage electronic records using NEC Document Management to support operational decision-making, complaint investigations, audit requirements, and legal proceedings.

Required Skills & Qualifications:

• Previous experience using MRI system for administration of Council tax, including billing, recovery, and input of earnings attachments.
• Proficiency in NEC Document Management EDMS system is desirable.
• Strong analytical ability and attention to detail.
• Excellent written communication skills for dealing with customers, councillors, MPs, legal representatives, and other stakeholders.
• Thorough understanding of Council Tax legislation, data protection requirements, and corporate complaint handling procedures.
• Ability to ensure decisions are lawful, consistent, and customer-focused.
