A Yorkshire Council is seeking an experienced HR Consultant to support a range of high-profile workforce transformation, organisational development, and pay & reward initiatives.
This is an opportunity to play a pivotal role in shaping the future workforce of one of the UK's largest metropolitan councils. Working closely with senior HR leaders, you'll provide expert guidance across complex organisational reviews, service transformation programmes, job evaluation activity, and strategic workforce projects.
The assignment forms part of the Council's wider Modern Organisation Programme, which is focused on creating a more effective, sustainable, and financially resilient organisation through organisational redesign, improved operating models, and workforce optimisation.
The Opportunity
You'll support and lead a variety of business-critical projects, bringing independent expertise, challenge, and objectivity to key decision-making processes.
Key areas of focus will include:
- Supporting organisation-wide change and transformation programmes.
- Reviewing organisational structures and business support functions across the Council.
- Providing independent validation and challenge to workforce review findings and business cases.
- Advising on organisational development and service redesign initiatives.
- Contributing to pay, reward, grading and job evaluation reviews.
- Reviewing market supplements, retention payments and historic pay arrangements.
- Working collaboratively with senior stakeholders, trade unions and external advisors.
- Supporting the review and simplification of employment policies and the Employee Handbook.
- Delivering recommendations informed by local government best practice.
About You
We're looking for a highly credible HR professional who can quickly establish themselves as a trusted adviser within a complex and politically sensitive environment.
You'll bring:
- Significant experience delivering complex HR, organisational development, workforce transformation or restructuring projects.
- Strong trade union engagement and negotiation experience.
- Expertise in pay and reward, job evaluation and grading reviews.
- Experience managing complex employee relations matters and workforce change programmes.
- The ability to operate independently whilst influencing senior leaders and stakeholders.
- Strong analytical skills and a data-driven approach to decision making.
- Experience supporting large-scale organisational change with significant people and financial implications.
