Interim Highways Planned Maintenance Service Review Lead

  • Daily Rate: Up to £380 per day via umbrella
  • Location: Manchester (M60), Hybrid working
  • Job Type: Contract

We are seeking an experienced Interim Highways Planned Maintenance Service Review Lead to conduct a strategic review of the Planned Maintenance Service within the Highways Service. This role involves a comprehensive end-to-end review of the processes involved in highway maintenance, from identification to evaluation, across the entire highway network.

Day-to-day of the role:

  • Conduct a full review of the Planned Maintenance Service, focusing on improving service performance, governance, value for money, organisational resilience, customer outcomes, and overall service delivery.
  • Areas to be reviewed include Asset Management & Scheme Identification, Programme Development & Prioritisation, Scheme Development & Design, Procurement & Contract Management, Construction Delivery, Quality & Performance Management, Communications & Engagement, and Governance & Financial Control.
  • Produce key deliverables such as a Current State Assessment, Process Mapping, Comprehensive Review Report, Benchmarking Assessment, Future Operating Model Recommendations, and a Prioritised Improvement Roadmap.

Required Skills & Qualifications:

  • Extensive experience in highways maintenance and asset management.
  • Proven experience in delivering or managing local authority planned maintenance programmes.
  • Strong knowledge of procurement and contract management.
  • Demonstrated experience in service improvement initiatives.
  • Proven ability to lead and deliver service reviews.
  • Experience in transformation programmes and organisational change.
