About the team you’ll be part of

The Online Safety Group’s purpose is to ensure UK citizens have a safer life online by implementing and overseeing the requirements under the Online Safety Act 2023. The Group is responsible for delivering online safety policy, supervising online services, and building technical expertise to meet the regime's aims.

This role sits within the Fees team in OS Supervision. OS Supervision provides close, structured engagement with specific services in scope of the online safety regime, alongside an approach to promoting compliance across many thousands of services. The Fees teams is looking for a Senior Associate to play a central role in delivering and developing the Online Safety Fees regime. This is an opportunity to work on high-profile, novel policy issues at the intersection of online safety, regulatory scope, provider engagement and policy implementation.

The purpose and scope of the role

Our Fees Senior Associates lead complex policy work, including scope assessments, policy review, and engagement with internal and external stakeholders. This is a high-impact opportunity to work on one of Ofcom’s newer regulatory regimes. The successful candidate will gain experience of complex policy development, provider engagement, governance, litigation-adjacent policy work, consultation development and cross-functional delivery. The role also offers the opportunity to build leadership experience by supporting and mentoring junior colleagues. 

The role is offered as a 12-month fixed-term opportunity to support a period of significant policy development, delivery and review activity as the Fees regime moves through its first full year of implementation. 

Your Key Responsibilities

• Lead complex policy work on scope issues, including geographic scope, marketplaces and gaming. 

• Act as a subject matter expert on the Fees regime for internal and external queries. 

• Lead the fees policy reviews, including evidence review, consultation development and policy recommendations. 
• Lead or support key stages of scope assessment work, project management of implementation and project governance.
• Proactively identify risks, dependencies and delivery issues, and provide clear updates to relevant governance groups. 
• Lead engagement with providers and cross-functional teams, and coordinate cross-functional policy discussions, including at a senior level where required.
• Lead communications to providers on Fees-related policy and implementation issues. 
• Help supervise, coach and mentor junior colleagues, including supporting Associate-led work.
• Contribute to a collaborative, high-performing team culture.

The skills, knowledge and experience you’ll need for success

• Brings experience from a regulatory, policy, compliance or similarly evidence-based environment, and can confidently navigate complex issues, balancing policy intent, legal considerations, and operational delivery.
• Written drafting and presentational skills, focusing on producing clear, concise and understandable documents for internal use or external publication.
• Executing Plans: Strong project management skills, with the ability to plan, prioritise and deliver work effectively to agreed deadline.
• Forming Relationships: Build and nurture positive relationships with people inside and outside the organisation.
• Building Solutions: Identify and solve complex issues, using evidence-based methods to gather insights and develop well-founded solutions.
• Articulating Ideas: Express your ideas, thoughts, and information clearly and concisely, ensuring everyone understands messages.
