Consultant Quantity Surveyor

A Tier 1 consultancy is looking for an experienced Consultant Quantity Surveyor to support a major highways maintenance programme in Manchester.

This is a freelance opportunity initially for 6 months, with the potential to extend up to 12 months. The role will be based in Manchester 2 days per week, with the remaining time working from home.

You will work as part of the highways commercial and governance team, providing commercial support across reactive, preventative and planned maintenance programmes. This will include carriageway resurfacing, footway improvements, drainage works and wider highway asset maintenance schemes.

The role will suit a Quantity Surveyor with a strong civil engineering or highways background who is comfortable working across the full commercial lifecycle and has solid NEC4 experience.

Key responsibilities:

• Provide full commercial support across highways maintenance and planned maintenance projects from procurement through to final accounts
• Undertake measurement, cost planning, estimating, forecasting and commercial reporting across a range of highway schemes
• Manage commercial processes including valuations, payments, cost value reconciliations, cashflows and budget forecasting
• Identify, assess and manage variations, compensation events, risks and other commercial changes in accordance with NEC4 contract requirements
• Support tendering and procurement activities, including preparation and evaluation of compliant contract documentation through to contract award
• Provide commercial assurance across planned maintenance frameworks and annual resurfacing programmes, working closely with project teams, contractors and senior stakeholders
• Review and improve commercial governance processes and provide clear commercial reporting and assurance to the wider highways management team
• Build effective relationships with clients, contractors and project teams to support successful commercial and project delivery

Requirements:

• Minimum 5 years' experience in a Quantity Surveying or commercial role within highways, civil engineering, infrastructure or maintenance
• Strong experience working on highways maintenance or civil engineering projects
• Good working knowledge of NEC contracts, particularly NEC4 and its various options
• Experience across the full commercial lifecycle, from procurement and tendering through to final accounts
• Strong understanding of construction and contract law
• Experience working within a local authority environment would be advantageous
• Degree qualified or equivalent
• RICS membership or relevant professional qualification would be advantageous
• Strong commercial, reporting and stakeholder management skills
• Able to work independently while working closely with client, contractor and project teams
