Senior Procurement Manager (Digital Services Procurement)
Location: Manchester
Hybrid Working (40% Office Based)

Omni are recruiting on behalf of National Highways for the following role.

We're looking for a Senior Procurement Manager to join our award-winning Digital Services Procurement Team and play a key role in delivering our ambitious Digital Roads programme and wider digital, data and technology strategy.

What You'll Be Doing

As Senior Procurement Manager, you will:

  • Lead the development and delivery of category strategies across digital services and technology procurement.
  • Manage the full category lifecycle, including market analysis, supplier engagement, sourcing, contract award and commercial performance management.
  • Partner with senior stakeholders to translate complex business requirements into innovative procurement solutions.
  • Lead complex procurement exercises, negotiations and contract variations in line with procurement legislation and governance requirements.
  • Collaborate with procurement, legal and contract management specialists to maximise value, manage risk and deliver successful outcomes.
  • Monitor market trends, emerging technologies and legislative developments to continuously evolve category strategies and strengthen our position within the digital services marketplace.

About You

We're interested in hearing from procurement professionals who have:

  • Experience across the end-to-end procurement lifecycle.
  • Knowledge of procurement legislation and governance, including the Procurement Act 2023 and PCR 2015.
  • Experience conducting market analysis and supplier engagement activities.
  • A proven track record of developing procurement strategies, ITTs and RFQs.
  • Knowledge of a range of contracting models.
  • Strong stakeholder management and relationship-building skills.
  • A professional procurement qualification (such as CIPS) or a willingness to work towards one.
