Manchester City Council is seeking a strategic and dynamic Head of Assets & Investment to provide leadership within our Housing Services. This senior role involves managing a £1bn council housing portfolio and leading the development of the council’s asset and investment strategy. The successful candidate will work closely with elected members, senior stakeholders, residents, and partners across the city to enhance our housing services.

Day-to-Day of the Role:

  • Provide strategic leadership for the strategic asset & investment team to achieve strategic priorities and deliver high-quality services.
  • Lead the £25m annual capital programme and develop the capital programme for the HRA 30-year business plan.
  • Ensure accurate and timely condition surveying of the £1bn stock portfolio.
  • Develop and lead the delivery of Building Safety, Decent Homes, Zero Carbon, and Environmental Works for the £1bn portfolio.
  • Develop the asset and investment strategy and commissioning programme, overseeing the £25m annual capital delivery plan.
  • Manage the strategic performance of council homes against national and local indicators in line with social housing and building safety legislation.
  • Plan and deliver resident engagement addressing the complexity of asset investment at scale across various initiatives.
  • Strengthen relationships with neighbourhood stakeholders including Greater Manchester Police, Registered Social Landlords, Health partners, and the Voluntary and Community sector.

Required Skills & Qualifications:

  • Significant experience in strategic leadership within social housing or public services.
  • Proven ability to manage large-scale budgets and capital programmes.
  • Strong understanding of the structural, legislative, and policy context of public services and social housing.
  • Excellent partnership and collaborative working skills, with the ability to influence and negotiate with key stakeholders.
  • Strategic thinking with the ability to turn ideas into effective plans and outcomes.
  • Excellent communication skills, capable of delivering presentations and reports to various stakeholders.
