Interim Highways Planned Maintenance Service Review Lead

We are seeking an experienced candidate for the role of Interim Highways Planned Maintenance Service Review Lead. This strategic position involves conducting a comprehensive review of the Highways Planned Maintenance Service, focusing on improving performance, governance, value for money, resilience, customer outcomes, and service delivery across the highway network.

Day-to-day of the role:

• Conduct a holistic review of the planned maintenance function within the Highways service.
• Identify and develop planned maintenance schemes, ensuring they are efficiently prioritized, procured, delivered, monitored, and evaluated.
• Engage with various stakeholders including residents, businesses, and elected members to ensure transparent communication.
• Implement asset management strategies, including condition data analysis, inspections, lifecycle planning, and risk assessment.
• Oversee programme development and prioritisation, scheme development, contract management, and construction delivery.
• Ensure compliance with health and safety regulations during construction and maintain rigorous quality assurance and defects management processes.
• Conduct benchmarking against industry best practices and comparable authorities to identify areas for improvement.

Required Skills & Qualifications:

• Extensive experience in highways maintenance and asset management.
• Proven track record with local authority planned maintenance programmes.
• Strong understanding of procurement, contract management, and service improvement.
• Demonstrated ability to undertake service reviews and lead transformation programmes.
• Excellent analytical, organisational, and communication skills.
