TSA Riley are excited to have a newly created role available as a Programme Manager in the Northwest region of England.


We are looking for candidates with experience of operating in a construction Programme Manager role or an experienced Project Manager who enjoys working on programmes of work.

The purpose of this role is to support the coordination of several construction rollout, capital projects on behalf of our clients in the retail sector.


You will manage programmes from pre-construction through to completion, ensuring they are delivered safely, on time, within budget, and to the required quality standards. This role involves close collaboration with internal teams, client teams, contractors, consultants, and key stakeholders.


Whilst the role is primarily focussed on our client’s programmes within the retail sector, we expect this role to diversify over time, allowing the successful candidate to work with clients across multiple sectors of the built environment.


We have offices based in Bolton and Central Manchester within the Northwest region. We are happy for the suitable candidate to work out of either of these offices to suit their convenience, with hybrid working also available.


Key Responsibilities & Duties:


  • Lead the client-side management of multiple capital projects across design, planning, procurement, construction, and handover.
  • Act as the primary client representative, ensuring consultants, contractors, and delivery partners meet expectations in terms of time, cost, quality, and safety.
  • Coordinate across multiple project teams, contractors, consultants, and client representatives to ensure alignment and timely delivery.
  • Instigate programme governance processes including reporting, risk management, change control, and performance reviews.
  • Monitor health and safety compliance across all projects within the programme.
  • Support adherence to regulatory requirements.
  • Manage stakeholder engagement across clients and supply chain partners.
  • Identify and manage programme-level risks and issues, with clear mitigation strategies.
  • Promote innovation and continuous improvement in construction delivery, sustainability, and value engineering.
  • Prepare and present regular programme updates to clients.


Required Skills and Qualifications:


  • Proven experience as a Programme Manager or Project Manager in the construction sector.
  • Strong understanding of construction project lifecycles, procurement strategies, and contract administration (e.g. NEC, JCT).
  • Leadership and coordination skills in managing multidisciplinary teams.
  • Demonstrable experience in managing budgets, schedules, and risk in major construction programmes.
  • Familiarity with CDM regulations and construction health & safety standards.
  • Strong communication and stakeholder management skills at all levels.
  • Proficient in using MS Excel for tracking, reporting and managing programme related data
  • Proficient in exploiting technology / IT for cross collaboration within project teams (e.g. MS Teams, MS SharePoint etc)


Desirable Skills and Qualifications:


  • Professional qualifications (e.g. MAPM, MRICS, MCIOB, or equivalent).
  • Relevant certifications (e.g. PRINCE2, MSP, PMP or equivalent).
  • Experience working on commercial or retail sector construction programmes / projects.
  • Knowledge of digital construction practices (e.g. BIM Level 2+).
  • Proficiency in programme management and construction tools (e.g. MS Project, Primavera P6, Asta Powerproject, BIM).
