About The Role

We are looking for a Home Ownership Specialist - Technical to join our Operations team on a 12 month fixed term basis. This role is a home based within the Greater Manchester region, where there is no daily requirement to attend an office but you’ll need to attend the office as and when required to perform your duties for the role.

The purpose of the role is to provide technical guidance, support and approval in relation to all aspects of leasehold management including s20 consultation and Right to Buy/Acquire applications and enquiries and lead on the delivery of qualifying long-term agreements in line with leasehold and procurement legislation to ensure customers receive a professional, cost effective and high-quality leasehold service, leading a team delivering dispersed leasehold management services.

Responsibilities

Leasehold & Property Management

  • Act as a subject matter expertise on a range of leasehold functions in line with legislation and best practice underpinning robust financial controls. Provide technical expertise and intensive support to manage complex sites including the application of lease covenants. Develop a clear understanding of individual lease covenants and obligations and ensure those lease covenants and obligations are fully met and appropriate action is taken in respect of breaches of Lease. Set management fees and service charges, producing accurate and timely demands and accounts for leaseholders. Maximise income through the accurate setting of budgets. Oversee and co-ordinate preparation for tribunals, ensuring that the directions of the First Tier Tribunal are met. Keep up to date with changes in legislation and ensure procedures reflect the current legislative requirements, provide guidance on legislative changes, and developing leasehold knowledge across Onward including the application of S20.

New Developments

  • Collaborate with Development and Sales teams to launch new developments that provide value for money and work long-term for both Onward & homeowners ensuring service charges are set at appropriate levels to maximise income for the business and that services are in place. Manage new developments for the initial 12 months period post build, ensuring that any management issues are addressed timely and professionally, financial integrity is maintained, compliance requirements are met, and customer satisfaction is maintained.

Management & Leadership

  • Lead a team, providing expert advice, learning & development opportunities and handle escalations / complex queries ensuring effective and efficient use of resources and priorities to deliver agreed performance targets and customer satisfaction.

Major Works and Section 20

  • Ensure that Section 20 consultations are carried out, including dispensation where necessary, in line with legislation. Ensure clear controls and management of major works projects and work collaboratively to ensure that long term contracts are robust and fit for purpose and are re-procured within timescales being mindful of the requirements of the lease and legislation. Provide advice and technical guidance on all areas of section 20 legislation, to colleagues across the business and ensure that responses to observations are accurate, professional and on time.

Collaboration

  • Collaborate to ensure Qualifying Long-Term Agreements are effectively delivered, meet the Government’s procurement rules and requirements of s20 legislation; and provide a joined-up service offering that drives positive customer satisfaction, collaborating with colleagues across Onward.

What we require?

Essential

  • Experience of managing, developing and leading teams and people to meet ambitions, objectives and targets.
  • Proven in depth knowledge and application of relevant leasehold legislation including section 20 consultation and First-tier tribunal process
  • Sound knowledge and application of compliance and building safety regulations
  • Proven track record in providing technical expertise in a range of leasehold areas including staircasing, lease extensions and sales and ability to guide and advise colleagues on complex areas of leasehold legislation
  • A demonstrable commitment to deliver exceptional customer service.
  • A demonstrable track record of service improvement and resourcefulness
  • Excellent communication skills (both written and verbal) with a proven ability to influence external partners and customers whilst presenting information.
  • Excellent numeracy/analytical skills and competency in dealing with financial information including the application of variable service charges.
  • Microsoft Packages to an intermediate level
  • Ability to work on own initiative, managing diary / time effectively to ensure all tasks are delivered.
  • Have an innovative approach to problem solving creating long term solutions.
  • A Full UK Driving Licence and access to your own car.

Qualifications

Essential:

  • Educated to GCSE standard or equivalent qualification / experience.
  • Qualified to Property Institute level 2

Desirable

  • Qualified to Property Institute level 3 or above.
